    how a round runs
    1. Put a lot in. A lot is 0.01 ETH, for holders of 10,000 $LOTOUT. Up to three lots a wallet per round; each lot is its own slot in the draw.
    2. The round fills. Eight slots a round. The eighth lot closes it. A round that has not filled 30 minutes after its first lot closes with whatever is in.
    3. One lot is drawn out. Closing fixes a block three blocks ahead. Once it is mined, its hash picks the lot: hash and round number, mod the lots in. Nobody picks, the keeper included. The next round opens at once.
